I cannot scroll beyond a few pixels on the home page before the entire central region of the screen (where the apps list is) becomes unresponsive to touch.
Once that happens, I can sometimes scroll slightly further down by using the topmost edge of the region, or slightly back up using the bottom most edge of the region (Screenshot attached, but excuse my shoddy drawing)
