Cannot FaceTime people in contacts even though that is a selected setting.

I’m sorry to see you’re experiencing this issue. Can you screen shot your Screen Time settings and send it to us inside the app with “contact us”? (iPhone settings => screen time => communication limits)

I can’t use facetime during any sessions, though it;s not selected in apps to be limited.
