Set Time Limit per hour, rather than for the entire day

Sometimes - I do not want an app to be blocked entirely - but rather limit its usage in a time period.

For example, during work hours, X can be useful for certain things, I don’t want it blocked entirely.

However, setting limits such as max 15m per hour means it stops me from doomscrolling or addiction without completely blocking it.
